If you go there with a regular bus, be prepared for a small adventure to get to the park, including walking through a car tunnel. Sightseeing bus is surely more convenient. We spent 1-2 hours there and enjoyed it a lot, especially the amazing manor house and the gardens.

Although there are lots of map markers, including the apparently separate Kyukusuki gardens, it's all on one ticket for the Sengan-en UNESCO world heritage site. The online price is ¥1500 compared to 1600 at the gate. Parking is a flat ¥500.
You can easily spend 1 -- 2 hours. The highlight was the luxury but traditional 1652 manor house and the exhibit on the modernization if Japan, starting in the Satsuma region, including the remains at Sengan-en of a furnace. The story of the Anglo-Satsuma war (3 days long) is also interesting.
The Neko shrine is also great to pray for long life for your feline companions.
I just wish there were less shops and more exhibits.
